For the map voting bit. To add more maps open up your FTP client (Such as Cyberduck, Filezilla, etc.) connect to the server, locate your maps folder and add the maps you're interested in adding to the server, maps will always be in .bsp format (For example ttt_community_pool.bsp). I know with ULX and console commands you can change the gamemode.
